Operations and goals

More than 96,000 Helsinki residents live in our approximately 55,000 homes – around one in seven people in Helsinki. We aim to provide our residents with an affordable, carefree and safe home.

Heka is wholly owned by the City of Helsinki. Our goal is not to generate profit and we do not pay dividends.​ Heka has about 55,500 apartments in more than 500 locations around Helsinki.

The City of Helsinki selects our residents.​ The Helsinki Housing Production Department is in charge of new construction and deep renovations.

Heka owns approximately 1,650 As Oy apartments in total, the majority of which are leased out to the City of Helsinki’s Social Services and Health Care Division. The number of Heka housing company apartments in regular rental use is approximately 500–650.​

In addition to regular rental apartments, Heka has 44 special housing locations providing a total of approximately 3,000 apartments. ​ The apartments are rented to the City of Helsinki Social Services and Health Care Division, which in turn rents them to older people, persons with intellectual disabilities and substance abuse and mental health rehabilitees, for example.

Heka employs approximately 670 people.

Strategy 2026–2030  

Heka’s strategy for 2026–2030 is based on clear strategic choices. They guide everything we do, from everyday services to investments and financial management. These choices will ensure that there are safe and affordable homes available for Helsinki residents even in a changing and uncertain operating environment.

Worry-free everyday life and a safe community 
We develop everyday housing in a way that is predictable and convenient for tenants. We invest in safe living environments, functional services and community-strengthening solutions across Helsinki.  

Capable staff and an attractive workplace 
We invest in staff competence, workplace wellbeing and good managerial work. The strategy is implemented as part of everyday operations through people, which is why Heka is built on professionalism, cooperation and trust. We want to be a workplace where competence develops and the work is perceived as meaningful. 

Affordable homes and digital convenience 
Affordability is the basis for everything. We make sure that all our operations are cost-effective. We take a long-term approach to managing our finances and develop digital services that are easy to use and understand, supporting everyday life instead of complicating it. 

Proactive Heka and impactful actions 
We anticipate changes in the operating environment and make decisions that stand the test of time. Controlled investment planning, risk management and knowledge management ensure that we can operate responsibly even in uncertain times. Impact comes from actions, not individual projects.
