Heka’s tenant democracy system gives tenants decision-making power and influence in matters concerning their own housing, increases the comfort of living and promotes the maintenance of apartment buildings.
Heka’s tenant democracy system works on three levels:
- Each building / group of buildings has a building committee elected by the tenant meeting.
- The members of the tenant committee are members of building committees elected by the committees from amongst their number or elected representatives or their deputies, one for each rent determination unit. The tenant committee’s area of operation is the corresponding rent adjustment area of Heka. The tenant committee is the joint representative of the building committees in the rent adjustment area.
- All of Heka’s tenants are represented by the Tenant Advisory Board, with one member and one deputy member elected by each tenant committee from amongst their number.
In addition to this, tenants have their own representatives on the Heka Board and in the cooperation bodies of the regional offices and Heka level.
Tenant meetings open to all tenants, at which the building committee is elected, are held annually. The meetings are worth attending, as they provide a lot of information about the things in your own building that you can influence as a tenant.
The tenant meeting is convened at least once per year by 15 November. The meeting is open to all persons over the age of 18 who are permanent residents of the building. An invitation is delivered to each apartment.
The meeting elects the members of the building committee or, alternatively, a representative and a deputy representative. The meeting also elects other representatives for various tasks and discusses the issues of the building in general and future renovations, for example.
Feel free to come to the meeting. You will meet your neighbours and get to know like-minded people.
The building committee is the representative of the tenants of the building or buildings on the Heka property. The duties of the building committee may also be performed by an elected representative instead of a committee. The building committee consists of the chairperson and two to four members and up to two deputy members.
Duties of building committees
The building committee promotes the cooperation, comfort and safety of the tenants of the building. The building committee decides on the use of shared craft and club rooms, the organisation of spring and autumn work bees and the planting of summer flowers, among other things. In addition to this, the building committee organises various theme days for the tenants. You are the right person for the building committee if you have ideas for improving the comfort of living and developing cooperation between tenants. Building safety representatives
A building safety officer and a civil defence shelter caretaker are usually also selected for each Heka property. The selections are usually made at the tenant meetings, but you can sign up for the position at any time by telling the person in charge of building security at the regional office about your interest.
Other tenant representation
Below, you can find brief descriptions of what the tenant committee, the Tenant Advisory Board and the cooperation body of the regional office and Heka mean and what the tenant members of the Board and the financial and administrative supervisors do.
The members of the tenant committee are members of building committees elected by the committees from amongst their number or elected representatives or their deputies, one for each rent determination unit. The term of office of the tenant committee is two calendar years.

Tenant Advisory Board
The Tenant Advisory Board is formed by one member and one deputy member elected by each tenant committee from amongst their number. It acts as a joint representative of the tenant committees and Heka’s tenants. The members of the Tenant Advisory Board are elected every two years.
The Tenant Advisory Board promotes and develops tenant democracy and joint management and supports the activities of regional tenant committees.
Cooperation body of the regional office
The cooperation body in the regional office’s area of operation is the cooperation body of the regional office’s management and the tenant committees in the area. Its aim is to promote uniform practices and the realisation of tenant democracy.
It elects a member and a deputy member to the Heka-level cooperation body from amongst its number as well as the financial and administrative supervisor for the area of operation of the regional office from candidates nominated by the tenant committee.
The members of the cooperation body are the regional manager of the regional office, the property managers, the account manager and two tenant members per tenant committee.
Heka-level cooperation body
The Heka-level cooperation body may issue recommendations and instructions on matters covered by joint management. Its aim is to promote uniform practices and the consideration of tenants’ views.
The members of the cooperation body are Heka’s managing director, director of customer relations, director of finance and property director as well as five tenant members.
Tenant members of the Board
The Board of Helsingin kaupungin asunnot Oy includes two tenant members, who are presented by the Tenant Advisory Board to the general meeting to select from among the candidates nominated by the regional tenant committees. One of the tenant members of the Board must be a woman, the other a man.
Financial and administrative supervision
The financial and administrative supervisor of the regional office’s area of operation is elected from candidates nominated by the tenant committee. The supervisor monitors and inspects the financial and administrative management of the rent determination units.
In addition to this, the tenant meeting has the right to elect a financial and administrative supervisor for a Heka property. The Tenant Advisory Board may elect a financial and administrative supervisor, whose task is to monitor and inspect the financial and administrative management of Heka’s properties.
